Louisville Data Center Bad - Camp Ground Road

Anyone got any ideas for how to get hyperscale data centers out of Louisville. Obviously the one in camp ground road is gonna use like the equivalent of 400,000 peoples worth of electricity. LG&E is saying they wont increase the price of electricity but that is a lie, I am sure they will. So how do we prevent more of these from coming into town as 1 of them is bad enough I do not want any more than that, as we cannot even force them to get their own electricity and water, as that is a state thing and not something even the city of Louisville can decide.
